November 2009 Information
Bond Elections
The governing board of a school district may, and upon petition of fifteen percent of the
school electors as shown by the poll list at the last preceding annual school election shall,
call an election for the purposes prescribed by the
A.R.S. 15-491.

A.R.S. Title 35, Chapter 3, Article 3.

Override Elections
If the proposed budget of a school district exceeds the aggregate budget limit for the budget
year, the governing board shall order an override election to be held not less than ninety days
from the date of the order for the purpose of presenting the proposed budget to the qualified
electors of the school district who shall by a majority of those voting either affirm or reject
the budget. In addition, the governing board shall prepare an alternate budget which does not include
an increase in the budget of more than the amount permitted as provided in
A.R.S. 15-905.

Recall Elections
A recall election is a process whereby the qualified electors of a school district may force
a seated governing board member to stand for election prior to completing the full length
of his/her term in office.
The process requires that a number of qualified electors residing within the school district
demand his/her recall. Signature requirements are based on twenty-five per cent of the number of
votes cast at the last preceding General Election for all the candidates for the office held by
the officer, divided by the number of offices that were being filled at the election
A.R.S. 19-201.A.

A public officer must have held office for 6 months before a recall petition can be filed
against him/her. The 6-month wait only applies to the first term of office if the governing
board member is elected to consecutive terms.
A.R.S. 19-202.A.
After one recall petition and election, no other recall petition shall be filed against the same
officer during the term for which he/she was elected unless the petitioners signing the petition first,
at the time of application for the subsequent recall petition, pay into the public treasury from which
such election expenses were paid all expenses of the preceding election.
