A permit public hearing is held by the Maricopa County Air Quality Department, when requested, to give residents and interested parties the opportunity to comment on a proposed air quality permit.
Here is a timeline of events for when the Maricopa County Air Quality Department receives a new or renewed air quality permit:
§ Application received
§ Permit goes to Engineer for processing and internal review (~2 month process)
§ Permit goes to public notice (30-day notice period)
§ At this time of public notice, a member of the public and/or the source may request a public hearing for the permit
§ If a hearing is requested, public notice of the permit hearing is required to be published in the paper and on the department’s website (30-day notice period)
§ At the completion of the permit public hearing, the permit will come back to the Engineer. All questions and comments from the hearing will be answered. Any changes/revisions to the permit will be made during this time followed by the issuance/denial of the permit. (~1-2 months)
The Maricopa County Air Quality Department will take public comments during the 30-day public notice period. Members of the public may comment in person at a permit public hearing through either oral statements to a court reporter or through written statements. Written comments shall state the name and mailing address of the person making comment and be signed by that person or authorized agent or attorney. Comments should address whether the proposed permit meets the criteria for issuance in accordance with county, state and federal regulations.
Permit applications may be reviewed by contacting the Records Management Coordinator at (602) 506-6201 or at the department's address: 1001 North Central Avenue, Suite 400, Phoenix, Arizona 85004. Arrangements may be made to view the information every Monday through Friday (excluding major holidays) between 8:00 a.m. and 4:30 p.m. There is a small fee for copying.
