This project uses the Construction Manager at Risk (CMAR) method of project delivery. Under this approach, Maricopa County hires a Program Manager, Design Professional and Construction Manager who work as a team to establish a building design and guaranteed maximum price (GMP). During construction, the Construction Manager acts as the general contractor for the project, and is responsible for procurement of subcontractors and the delivery of the project at or below the guaranteed maximum price.
In addition to the professionals noted above, Maricopa County will directly procure Building Commissioning, Materials Testing and Furniture/Fixtures/Equipment for this project.
