Performance Test Evaluation

Performance tests are conducted according to established procedures in order to quantify emissions and provide an objective means for determining compliance with established emission limits.  It is important that each test be performed in a valid, representative manner to ensure that the results provide an accurate representation of a source’s actual emissions.  The Performance Test Evaluation Section concentrates its efforts on these performance tests required by regulations and permit conditions, which are conducted using EPA Reference Methods.  The engineering staff follows performance tests from initiation to completion.

Primary responsibilities of the performance test evaluation section include:

  • Technical review of performance test protocols to ensure proper methodology
  • Observation of performance tests to ensure proper execution
  • Engineering evaluation of performance test reports to ensure compliance with appropriate regulations

In addition to the primary responsibilities, the performance test evaluation section also:

  • Provides input during the rule-making process, permitting process and policies and procedures development
  • Provides technical support to other Departmental employees
  • Provides technical guidance to the regulated community, consultants, other regulatory agencies and the general public
  • Remains abreast of changes in technology, methodologies and regulations

The Performance Test Guidelines provide guidance to facilities and test companies conducting air quality performance tests in Maricopa County. They will assist in the planning and preparation for testing, actual performance of the test, and preparation of a complete and accurate test report.

The Performance Test Protocol Submittal Form is a two-page form that provides specific test information in short answer or yes/no format. Many questions also require citation of the section number in the test protocol where the question is more fully addressed. The submittal form requires signatures from representatives of both the facility and the test company. A completed submittal form shall accompany every test protocol submitted to the Department.

The performance test report submittal shall include two documents: a two-page form that is designed to verify inclusion of all general information required in the test report AND the raw test data in an Excel spreadsheet. The submittal form has a series of questions with yes/no answers and citation of the section numbers in the test report where the information can be found. The submittal form requires signatures from representatives of both the facility and the test company. A completed submittal form AND Excel spreadsheet shall accompany every test report submitted to the Department.
