On September 16, 2003, Dr. Sandra E. Dowling hosted the Governor's second series of education summits: K-12 Classroom Spending, at the Thomas J. Pappas School for the Homeless.
Dr. Sandra E. Dowling introduced Governor Janet Napolitano to the educators and then participated with her in the presentation of the Garfield painting the Governor brought back from the National Governor's Conference.
The Governor presented the original Garfield picture painted personally for her by Artist Jim Davis with a saguaro cactus, cowboy hat and I Love Arizona from the conference to the Thomas J. Pappas School. Governor Napolitano indicated that as soon as she saw the picture she thought of the Pappas children and thought they would enjoy the Garfield painting.
