Maricopa County Flood Control District

The Flood Control District contracts various professional services required by Maricopa County related to the design, construction, reconstruction, and remodel of Maricopa County facilities. These services are in accordance with the Maricopa County Procurement Code Article 5. In order to be registered as a Maricopa County vendor for professional or construction services, businesses should be listed on the Article 5 Register. Article 3 covers the solicitation of all services and materials that are not covered under Article 5. Submitting Bids

The date, time, and place for the bid opening is specified in the Public Notice advertisement.

Each bid must be accompanied by a Bid Bond executed on the District-supplied bond form, cashier's or certified check, or postal money order equal to 10 percent of the bid as a guarantee, made payable to the Flood Control District of Maricopa Country as a guarantee that if the work is awarded to the bidder, the bidder will within ten (10) days from the date of Proposal Attendance, enter into proper contract and bond condition for the faithful performance of the work, otherwise said amount may be forfeited to the Board of Directors.

Contracts are submitted to the Board of the Directors for award.

A pre-construction meeting will be scheduled with the awarded contractor following the award of the contract. Major subcontractors should also attend.

Maricopa County Facilities Management

BUSINESS SERVICES DIVISION

The primary responsibility of the Business Services Division is to provide services to meet the operational needs of the department and all divisions in an efficient and effective manner.

CAPITAL FACILITIES DEVELOPMENT

Capital Facilities Development is the division responsible for the Planning, Designing and Construction responsibilities of the Facilities Management Department.

OPERATIONS & MAINTENANCE DIVISION

The responsibility of the Operations and Maintenance Division is to provide the County�s facilities portfolio with the essential services necessary to properly maintain 177 properties with a combined total of 8,508,705 gross square feet.

PROTECTIVE SERVICES DIVISION

OOperational Overview: Our main responsibility is to protect employees, elected officials, customers, visitors and County assets. We are a 24/7 operation employing approximately 100 armed in-house and contract Security Officers.

Maricopa County Air Quality Department: Business Resource Center
Formerly known as the Small Business Environmental Assistance Program (SBEAP), the Business Resource division's primary purpose is to assist small businesses that are or will be subject to requirements under the Federal 1990 Clean Air Act Amendment.

For small businesses and activities that may require an air quality permit, the Business Resource Center can provide permit application assistance, on-site compliance information, education, training, and pollution prevention technologies.

Permit Engineering

The Maricopa County Air Quality Permit Engineering Division is responsible for reviewing applications for Title V, Non-Title V and General permits. Follow the links on the left side of your screen for these respective areas as well as permit application forms and informational documents.


Planning & Analysis 

The Maricopa County Air Quality Planning and Analysis Division (Rules and Emissions Inventory) is responsible for drafting and finalizing air pollution control rules and ordinances. The division also works to develop State Implementation Plans (SIPs), policies/guidelines, reports, and emissions inventories.



Trip Reduction

Employers and schools are asked to reduce single occupant vehicle trips and/or miles traveled to the work site by 10 percent a year for a total of five years, and then 5 percent for three additional years, or until a 60 percent rate of SOV travel is reached.


Air Quality Compliance Division

The Air Quality Compliance Division is responsible for ensuring that facilities are in compliance with applicable regulations and permit conditions.


Dust Compliance

The Maricopa County Air Quality Department�s Dust Compliance Division is responsible for protecting the public from airborne particulate matter [PM-10 and PM-2.5].

Enterprise Zones: Overview

A company located in a state Enterprise Zone may receive tax credits on its its Arizona corporate income tax by creating net new quality jobs. A company may claim up to $3,000 per new employment position over a three-year period, for a maximum of 200 employees in any given tax year. Small manufacturing businesses or minority- or women-owned manufacturing businesses may qualify for an 80 percent reduction in their primary property tax by investing in new buildings, equipment or property. To date, five enterprise zones have been established in Greater Phoenix. These include parts of the cities of Chandler, Mesa, Phoenix, Tempe, and Western Maricopa County. The Western Maricopa Zone is very large and includes parts of the following member cities: Buckeye, Glendale, Goodyear, Peoria, Phoenix, Surprise, Tolleson and unincorporated western Maricopa County.

National Association Women Business Owners (NAWBO) is the voice of America's 10.6 million women-owned businesses. Since 1975, NAWBO has helped women evolve their businesses by sharing resources and providing a single voice to shape economic and public policy. The Tax Gap: Rental Property

This fact sheet is the 14th in a series to help reduce the tax gap by helping taxpayers better understand the tax code. Landlords need to be aware of everything that counts as income so they pay their fair share of taxes. They also need to be aware of all deductible expenses so they don�t overpay their taxes.

 

In the simplest terms, rental income is any payment received for the use or occupation of property.  The article discusses various forms of rental income that may need to be declared. Landlords can deduct the ordinary and necessary expenses for managing, conserving, and maintaining their rental property. Ordinary expenses are those that are common and generally accepted in the business. Necessary expenses are those that are deemed appropriate, such as interest, taxes, advertising, maintenance, utilities and insurance.

Treasury, IRS Release Report on Improving Voluntary Compliance

The Treasury Department and the Internal Revenue Service released today an IRS report addressing the agency�s implementation of the 2006 strategy to improve voluntary compliance with federal tax laws. The IRS report, �Reducing the Federal Tax Gap: A Report on Improving Voluntary Compliance,� details steps currently being taken by the IRS, as well as those under development, to address key elements of the �tax gap.� The report builds on the seven components of the �Comprehensive Strategy for Reducing the Tax Gap,� which the Treasury Department released in September 2006.

National Taxpayer Advocate Releases Report to Congress; Identifies Priority Challenges and Issues for Upcoming Year

National Taxpayer Advocate Nina E. Olson delivered a report to Congress that identifies the priority issues the Office of the Taxpayer Advocate will address in the coming fiscal year. Among the key areas of focus will be improving taxpayer services, ensuring that taxpayer rights are protected in the IRS�s private debt collection initiative, and making the IRS�s offer-in-compromise program more accessible for taxpayers who are unable to pay their tax debts in full.

 

The report also addresses the challenges the IRS is facing because of pressure to close the tax gap quickly. The tax gap represents the difference between the amount of tax owed and the amount of tax collected.  �For fiscal year 2008, both the IRS and the Taxpayer Advocate Service (TAS) face similar challenges,� Olson wrote.  �The IRS is under scrutiny for its efforts to close the tax gap, while TAS is struggling to address taxpayer difficulties that arise as a result of these very efforts.�

 

Hydrogen-Powered Honda Vehicle Qualifies for Tax Credit

Purchasers of the 2005 and 2006 Honda FCX, which is only capable of operating on hydrogen, may rely on their certification concerning the vehicle�s qualification for the Qualified Fuel Cell Motor Vehicle Credit.

Using Retirement Funds to Start a Business

Recent news articles discuss using retirement funds to start a business. This is a complex area and without the guidance of a competent pension practitioner it could result in a prohibited transaction subject to taxes and penalties imposed by the IRS and U.S. Department of Labor.

Generally, prohibited transactions are transactions between the plan and a disqualified person that are prohibited by law. If you are a disqualified person who takes part in a prohibited transaction the sanctions mentioned above would be applicable.  The final authority to determine whether a given transaction is a prohibited transaction rests with the DOL.

Home Office Deduction

If you use a portion of your home regularly and exclusively for business purposes, you may be able to take a percentage of your expenses as a home office deduction.  Expenses may include the business portion of real estate taxes, mortgage interest, rent, utilities, insurance, depreciation, painting and repairs.

Can�t Pay the Entire Balance Due on a Tax Return?

No one plans on getting behind in their taxes, but sometimes it happens. The first thing to do is contact the IRS and explain your situation. For taxpayers who cannot resolve their tax debt immediately, an installment agreement can be a reasonable payment option. If you don�t make an effort to pay the bill, or make other payment arrangements, the IRS could take more serious enforced collection action which may have an adverse affect on your credit rating.

Are You Aware of the Work Opportunity Tax Credit?

After December 31, 2006, the Welfare-to-Work Credit was combined with the Work Opportunity Credit.  The WOC provides an incentive for businesses to hire individuals from targeted groups that have a particularly high unemployment rate or other special employment needs. There are also some changes for employees, including the qualified veterans group, hired after May 25, 2007.  The law provides immediate increases in tax incentives for employers in Renewal Communities, Empowerment Zones, and rural renewal counties.

There is an estimated $11 billion in tax incentives available to businesses that hire local residents, upgrade equipment needs, and build or rehabilitate commercial property in Renewal Communities and Empowerment Zones. These incentives include wage credits, increased deductions, accelerated depreciation, low-interest loans through facility bonds, tax savings on capital gains, and other incentives.
