I accepted the position
of director in June 2009. Primary responsibilities include directing the
department in unison toward the vision and mission of comprehensive
emergency management. We continually develop/maintain the county
emergency operations plan and assist cities and towns in the county
with the development and exercising of their emergency operations plans.
Key responsibilities involve the county’s ability to respond to an incident
at the Palo Verde Nuclear Generating Station, providing administrative
support to the Maricopa County Local Emergency Planning Committee,
coordinating flood response plans with the Flood Control District of
Maricopa County. Significant planning also includes the Multi-Jurisdiction
Multi-Hazard Mitigation Plan (MJMHMP) and the Community Wildfire Protection
Plan (CWPP). Commitment for 24/7 activation of the county emergency
operations center (EOC) when needed is a priority.
I serve on the State Interoperability Executive Committee (SIEC) and have
been actively involved with the Arizona Emergency Services Association.
Currently serve on the Phoenix Urban Area Working Group, which has ultimate
authority over the expenditure of homeland security funds in the Central
Region under the Urban Areas Security Initiative, a U.S. Department of
Homeland Security program that focuses on protecting the largest urban
areas in the nation.

With more than 20 years of
communication, relations and government experience, my background ranges
over various departments/disciplines including planning & development,
public works, environmental services and emergency management.
As Operations & Communications Manager, I’m responsible for a staff of
highly qualified emergency planners, a wide range of public,
intergovernmental and business relations activities and Maricopa County’s
emergency management/crisis communications and public information.
I hold a Bachelor’s Degree in
International Business and a Masters in International Business (MBA IM)
from the Thunderbird Graduate School of Global Management.

Finance Manager
I joined the Emergency
Management Department in January 2005 as the Finance Manager.
I am responsible for the financial management of the department.
I am a proud graduate of the University of Arizona with a
Bachelor of Science in Family Studies and Western International
University with a M.A in Public Administration.

Marcos Coria
GIS Programmer / Analyst
I am a native of Chandler,
Arizona. I started with the Maricopa County Department of
Emergency Management at the beginning of 2006. I previously
worked for the Maricopa County Department of Public Health
in the Epidemiology Division doing GIS and data analysis.
I manage the Geographic Information Systems used in the department.
I am currently working on solutions to share geospatial information
to city Emergency Operations Centers and provide a means for them to
share information back to the County's EOC.
I also administer the Department's Crisis Information Management System,
WebEOC®, and provide training and support to the EOC staff.

Administrative Services Lead
I joined Department of Emergency Management in July 2001.
I am the HR liaison for the department. I am responsible for payroll, benefits,
procurement, accounts payable, travel, and any HR related matters.
I have a Bachelor of Arts Degree in Business Administration and Human Resources
from Ottawa University and currently pursuing a Master’s Degree in Human Resources
from Ottawa University.

Stanley Brown
Emergency Planner/Citizen Corps Program Coordinator
I was appointed to the
position of Planner/Citizen Corps Program Coordinator in April 2008.
In addition to supporting the mission and goals of the department,
as Coordinator I provide support and guidance to the Arizona Central
Region Citizen Corps Council and the Vols in Police Service,
Community Emer Response Teams, US on Watch and Fire Corps component
programs in the towns, cities and Indian communities within Maricopa County.
I come to this position after an exciting and rewarding career
with the American Red Cross, which included world-wide postings in
Germany, Japan, Saudi Arabia/Kuwait and Somalia. Prior to relocating
to Arizona, I served as Regional Manager for Military Services for the
military bases in the southern United States and the Caribbean,
Puerto Rico and Guantanamo Bay, Cuba. I continue to serve as a
senior volunteer Red Cross Instructor and Instructor-Trainer.
As a graduate of the other "U of A", the University of Arkansas
I have been heard, during football season, to break out in an
unprovoked "Woooo Pig Soooooie". I do not get to spend near enough
time playing golf, duck hunting or scuba diving. Most of my free
time is split enjoying a swim with my grandchildren, grumbling under
my breath about the wizardry of British engineering while working to
restore an old MGB, and keeping up with our Arizona Diamondbacks.

Jim Begansky
Emergency Planner
My functions include
coordinating the National Incident Management System (NIMS).
My other functional specialties include aircraft crashes, safety officer,
schools’ liaison, and training coordinator. Prior to my current position,
I was an Emergency Planner with the San Mateo County, California, Sheriff's
Office of Emergency Services. I also had several positions with the Federal
Emergency Management Agency including Regional Training Manager. In addition,
I served with the American Red Cross as a National Disaster Specialist.
Other work experience was in the areas of criminal justice, social services,
and education. I have a Bachelor's Degree in Psychology and Master's Degrees in
Sociology and Social Work.

Emergency Planner
I joined the Maricopa County Department of
Emergency Management as an Emergency Services Planner in May 2006.
One of my responsibilities is to carry out the responsibilities of
Executive Director of the Maricopa County Local Emergency Planning
Committee. This Committee serves as a focal point for information
and discussions about hazardous and toxic chemicals, chemical
safety, health and environmental risks. I am also responsible for
plan maintenance of the county’s multi-jurisdictional hazard
mitigation plan. I serve as a liaison to the cities of Chandler,
Mesa and Gilbert, and the Indian communities in Maricopa County.
My responsibilities as liaison include assisting with the development
of exercises and plan maintenance of their Emergency Operations Plan.
I have been in public service for over 25 years and 18 years have
been in the emergency management field. I have also worked in the
areas of: public health, planning and zoning, building and safety,
finance, fire services and transportation. I have a Bachelor of Arts
in Liberal Studies degree from Northern Arizona University and a
Graduate Certificate in Public Management.

I joined the Maricopa County
Department of Emergency Management as an Emergency Services
Planner in October 2003. My responsibilities include coordinating
the Maricopa County response to any incident occurring at
the Palo Verde Nuclear Generating Station. This includes the
planning and execution of the annual Palo Verde Plume Exposure
Pathway Exercise and maintenance of the combined State and
County Offsite Emergency Response Plan for Palo Verde. I am
also assigned as the department's Continuity of Operations
Program (COOP) planner and act as liaison to the cities of:
Buckeye, Goodyear, Scottsdale , and Surprise, providing exercise
planning and support as well as updating and maintaining each
city's Emergency Operations Plan.
Prior to coming to Maricopa
County I served as Deputy Chief Probation Officer for the
Gila County Adult Probation Department, Northern Regional
Administrator for the Adult Probation Services Division of
the Arizona Supreme Court and six years in law enforcement.
I also have 15 years enlisted and commissioned service with
the United States Army Active, National Guard and Reserve
components. My last assignment was as an instructor for the
Officer Advanced and Basic Courses at the U.S. Army Military
Police School.
I received a Bachelor of
Science Degree in Public Administration from the University
of Arizona and serve as an Adjunct Instructor for the Arizona
Division of Emergency Management.

Office Assistant
I have been employed by Maricopa
County since September, 2001 and recently transitioned
from the Superior Court to the Department of Emergency
Management. As Office Assistant, I provide a variety of
administrative duties in support of the department. I
attended Barmulloch College in the U.K. and received certification
through the Scottish Business Education Council. U.S.
studies include various evening classes at S.C.C. and
Rio Salado College in conjunction with a series of COJET
classes. In my free time I enjoy shopping and having my
Jack Russell Terrier take me for walks.

as a Ham Radio operator since 1993.I am Responsible for the
Operation of the County, State Radio Systems, Ham Radio and
the Palo Verde warning system during drills, exercises and

Office Assistant-Specialized I am a native to Arizona
and started working for Maricopa County in August of 2007 at the
Superior Court. I joined the Department of Emergency Management
in September 2008. My responsibilities include being the recording
secretary for the Local Emergency Planning Committee (LEPC) and keeping
records of Tier II filings. I am in the process of completing my
Bachelor's Degree in Emergency Services Administration from Northern
Arizona University. I look forward to furthering my career and
education in Emergency Management. |
